ルーク・ヘインズの顔は『美女と野獣』の野獣みたいだ……彼を中心とするジ・オトゥールズは、93年に1stアルバム『NEW WAVE』をリリース。その耽美的な音世界とやつれたグラム・スターのようなヘインズの風貌で話題となる。爽やかになりきれないもどかしさをたたえたギター・サウンドが前面に押し出された楽曲は、ぼてっぼてっとしたベース＆ドラムと淫靡なヴォーカルによって艶粧が絶妙にほどこされ、ある種パブ・ロック的な佇まいも感じられる。
その後、メンバー間の不和が噂され解散説が浮上したが、ヘインズの別ユニット、ブラック・ボックス・レコーダーと並行して固定客をつかんでいる。
